A native of Houston, Texas, Yolanda Jarmon Morgan has served in the United States Army. She earned her Bachelor of Arts in Liberal Arts from the University of Texas at Austin. She received her J.D. from St Mary’s School of Law in 1998. While a law student she served as an intern at the Texas Supreme Court for the Honorable Craig Enoch. After law school, she served as a law clerk to the Honorable Kenneth M. Hoyt. After completing the clerkship, Mrs. Morgan began practicing appellate litigation and continues to do so. She has extensive experience in this area. She has submitted numerous briefs to the Fifth Circuit Court of appeals. She has been recognized by the Fifth Circuit for the quality of her briefing. She is most noted for work as appellate counsel in a case of first impression before the Fifth Circuit, United States v. Ortiz 687 F.3d 660 (5th Cir. 2012).
Also, on October 25, 2013, Dean Morgan received another favorable decision from the Fifth Circuit. The Fifth Circuit's decision was made in absence of oral argument; the decision was based solely on the brief submitted by Dean Morgan. This is a rarity in the Fifth Circuit.
