Law Library - Electronic Resources 

The Thurgood Marshall School of Law Library subscribes to a growing selection of online legal research tools covering many areas of law. These databases are available through the TMSL network and from home via Remote Access. Specific restrictions are outlined following each database link.

To access any database click the database name. For Remote Access, click on the Remote Access link at the end of the database link information. **To access the databases remotely, you must be a current student, faculty or staff member and possess a TMSL library patron card. ** Some Electronic Resources are not available by Remote Access. Consult the Electronic Database Guide or contact the Circulation Desk for assistance.

19th Century Master File Series: 19th Century Masterfile contains detailed cumulative index content from over 70 core sources published before 1930 from periodicals, newspapers, books, patents, image archives, government documents and more. The index includes: Index to Legal Periodical Literature 1786-1992. || Remote Access

Access UN: 1991-Present. Index to current and retrospective United Nations documents and publications. Provides full text and links to the United Nations website. || Remote Access

AILALink: A resource from the American Immigration Lawyers Association containing statutes, regulations, select cases, agency correspondence and manuals, government liaison minutes, forms, and AILA publications. || Remote Access

The Almanac of the Federal Judiciary: Provides balanced, responsible judicial profiles of every federal judge including all of the key bankruptcy and magistrate judges.  || Remote Access

The American Presidency Project: The American Presidency Project is a free repository that preserves and provides access to documents and papers of several Presidents.

BePress: Abstracts and full text of high-quality peer-reviewed journals. The law library subscribes to four (4) of Bepress law journals. || Remote Access

Bloomberg Law: Online access to multiple databases including primary materials and a number of corporate/business related resources. Access limited to current students and faculty. You will have to register at https://profile.bna.com/bloomberglaw-activate/ in order to use the site. SKIP the Activation Code blank at the top of the page, fill in the rest of the blanks (USING YOUR TSU EMAIL), agree to the terms, and prove you are not a robot.  Bloomberg will send an email to your TSU email account. Follow the directions from there.  Note: Bloomberg Law is case sensitive; put the part of your email address after the @ sign in lower case.

BNA Premier Collection: The Law Library subscribes to Bloomberg's BNA Premier Collection, which provides access to many Bloomberg BNA online publications, including: || Remote Access

BNA Tax: Tax Management's Portfolio Library and Daily Tax Report. No Remote Access.

CALI: Provides more than 100 interactive lessons and tutorials to help students learn the law. (Accessible via Internet/First time users must register via the CALI web site. Contact the Circulation Desk to acquire an access code.)

CCH IntelliConnect: CCH’s research platform providing access to several of CCH’s libraries, reporters, guides, and manuals including current full text of primary authority and CCH current awareness materials in the following areas: securities, banking, trade regulations, government contracts, transportation, and product liability and safety. || Remote Access

Comprehensive Guide to Bar Admission Requirements: Put out by the National Conference of Bar Examiners and the ABA, this tells you what you need to do to get admitted to various U.S. jurisdictions. Free resource.

Current Index to Legal Periodicals (CILP): A weekly table of contents for new law review and journal issues and a subject index to the articles in these journals. (Emailed to faculty members.)

Congress.gov: The Library of Congress's web page with information on Congress and the doings of Congress. Page contains links to the Library's main page and the Copyright Office. This page is the successor to Thomas.gov.

Constitutions of the World: Contains current full text constitutions of 203 countries and provides introductory and comparative notes that examine recent amendments and highlights. || Remote Access

CQ Press Electronic Library: Created and hosted by CQ Press, the CQ Press Electronic Library (CQEL) is the definitive reference for research in American government, politics, history, public policy, and current affairs. A wealth of CQ Press resources and years of journalistic and editorial expertise are combined in this indispensable reference collection.

Court Listener: Court Listener is a free case research database. It offers the text of many state and federal cases and occasionally some interesting analytic components. It also offers AUDIO FILES of oral arguments in several cases which may be of interest to students, evidence faculty, and others.

Death Penalty Worldwide: A free web resource containing information about the death penalty in various countries, death penalty crimes, decisions by various human rights organizations, and other death penalty related information (hosted by Cornell University Law School).

Digital Public Library of America: A free web resource containing scans of items from the collections of numerous American libraries including U.S. government publications provided by the Government Printing Office and Texas government documents (EX: Texas Register) provided by the University of North Texas.

ebrary: A collection of online full text books in all academic subject areas which allow multiple users simultaneous access. Quick Start Guide

FDsys: U.S. Government Printing Office’s electronic access to federal publications. Used to be GPO Access (Accessible via Internet)

Foreign Law Guide: Current sources of codes and basic legislation for other jurisdictions of the world. || Remote Access

FRASER: FRASER is a free repository that preserves and provides access to economic and banking data and policy documents from various sources collected and provided by the St. Louis Federal Reserve.

Gale Virtual Reference Library: Allows you to browse, search and download eBooks and articles. || Remote Access

Hansard: Records of the debates of the U.K. Parliament.(Accessible via Internet)

HeinOnline: Legal Periodicals 1980-Present. Full text retrospective collection of selected legal journals & law reviews. Periodically additional journals are added to this database. || Remote Access

Homeland Security Digital Library (HSDL): The Homeland Security Digital Library (HSDL) is the nation's premier collection of documents related to homeland security policy, strategy, and organizational management. The HSDL is sponsored by the U.S. Department of Homeland Security's National Preparedness Directorate, FEMA and the Naval Postgraduate School Center for Homeland Defense and Security. Resources here will be of special interest to people researching in the areas of national security law and immigration. || Remote Access

InfoTrac: OneFile 1980-Present. An academic periodical resource that has more than 26 million database records that include full-text articles. || Remote Access

Immigration Court Practice Manual: The Practice Manual is a comprehensive guide that sets forth uniform procedures, recommendations, and requirements for practice before the Immigration Courts. The requirements set forth in this manual are binding on the parties who appear before the Immigration Courts, unless the Immigration Judge directs otherwise in a particular case. The Practice Manual does not limit the discretion of Immigration Judges to act in accordance with law and regulation.

Investment Arbitration Reporter (IAReporter): An electronic news service tracking cross-border arbitrations between foreign investors and their host governments. Our reports help a broad range of readers - including lawyers, academics and government officials - stay abreast of the latest lawsuits and policy developments in the field of international investment law. || Remote Access:

JSTOR An archive of various journal articles. NOTE: Recent journal articles may not yet be available. Currently no remote access.

Judicial Appointments Database: This is database contains data about thousands of state and federal judges and judicial appointors such as governors and presidents. Information includes biographical data about each person, the roles they have held before, during and after their time in the judicial branch, their political affiliations, their education, and any retention events that kept them in a judicial position (such as a reappointment).

Law360: Law360 is a subscription based, daily, legal news service from LexisNexis covering most practice areas. || Remote Access

Legal Forms: A complete listing of state specific legal downloadable forms from Bankruptcy to Wills. || Remote Access

LegalTrac: 1980-Present. A comprehensive index to legal periodicals published in over 800 periodicals and newspapers. || Remote Access

Lexis Advance: Lexis Advance has intuitive search technology that reduces the amount of time to search, and introduces pre- and post-filtering capabilities that get you to the right answers quickly and with improved relevance. (Accessible remotely with normal Lexis login.)

Lexis/Nexis: Comprehensive database of legal material. (Accessible remotely with normal Lexis login.)

LLMC Digital: Legal literature and government documents (digital and microform) || Remote Access

Making of Modern Law (All Mods): Digital Archive of legal treatises from 1800 through 1926. || Remote Access

Marcive: Marcive catalogs government documents in order to provide an electronic search of this catalog. Documents can be searched for by author, title, SuDoc number, or other fields. || Remote Access

Municode: Municode, more formally known as Municipal Code Corporation, is the largest private sector publisher of municipal ordinances, responsible for the codification and publication of municipal codes for more than 2,700 cities and counties in all 50 states. This free version provides browsing or limited searching of a municipality's code (but not multiple different codes simultaneously). Once you follow the link, use the "Library" tab at the upper-right of the screen to browse the codes. Select the state you need and then the municipality. Also note the Help tab in the upper right corner.

National Center for Interstate Compacts Database: CSG's National Center for Interstate Compacts Database allows you to search more than 1,500 statutes for state-by-state interstate compact membership, serving as a useful search tool for researching interstate compacts. (Free database)

NatLaw World: Collection of Latin American and Mexican legislation and regulatory materials. Legislation is organized by country and subject matter. This used to be called InterAm Database. || Remote Access

O'Connor's Online: Online access to a collection of practice-related Texas materials used by practicing attorneys all across the state. Access limited to current students and faculty. You will have to register the first time you visit the site. NOTE: You will need your official TSU email address to register and to verify your account. NOTE: Logins are case-sensitive; the part after the @ sign must be in lower case. NOTE: Once you have created your account, you should be able to access this from home without using our remote access protocols.

Oxford Journals: Oxford Journals publishes well over 230 academic and research journals covering a broad range of subject areas, two-thirds of which are published in collaboration with learned societies and other international organizations. TMSL only subscribes to some of these journals. Below are some links to specific Oxford titles to which we have access. Oxford Journals also offers a number of other open access titles. ProQuest Congressional: Current U.S. Congressional publications (bills, laws & regulations) Was CIS Congressional Universe. || Remote Access

ProQuest History Vault: Primary source materials from ProQuest's University Publications of America (UPA) Collection in a digital format. Currently, we subscribe to the Southern Life & Slavery portion consisting of three modules: Slavery and the Law and two modules of Southern Life and African American History, 1775-1915, Plantations Records. || Remote Access

ProQuest Digital National Security Archive: Papers and resources about national security subjects. || Remote Access

Ravel Law: Ravel is a legal research platform that has access to basic case material courtesy of a digitization effort in conjunction with the Harvard Law Library and other public record sources. This material is available and searchable for free. Ravel also provides data analytics related to judges, courts, and other aspects of the law. Those are NOT free. To gain the free access you simply need to go to the page linked here and then make an account.

RECAP: RECAP is an add-on for Firefox and Chrome browsers designed to help alleviate the costs associated with using PACER to access federal case documents. When you are in PACER, it connects to an archive where people have donated .pdf copies of documents they have pulled from PACER. If a copy of your document is in the free archive it tells you so you do not have to pay PACER for the case, and if the case is not in the archive, it asks you to donate a copy.

Reginfo.gov: A page from the Executive Office of the President that offers data about federal regulation, including the Unified Agenda. (Accessible via Internet.)

Regulations.gov: A federal government web page for viewing and commenting on proposed regulations. (Accessible via Internet.)

SmartCILP: Faculty Only. Weekly email notification of articles recently indexed in the Current Index to Legal Periodicals from pre-selected topics. (Accessible via Internet/To set up an account consult the Faculty Guide or contact Circulation Desk for the authorization code.)

Social Science Research Network: A series of electronic journals of abstracts, working papers as well as articles accepted for publication in various areas of law. (Accessible via Internet/Contact the Circulation Desk for assistance.)

Sports Litigation Alert: An online subscription to current case summaries and relevant sports law articles. (Accessible via the law school network)

Statistical Abstract of the U.S.: Former U.S. Census Bureau publication now published by ProQuest. Full of data and tables created from Census information. || Remote Access

Technical Report Archive and Image Library (TRAIL): The Technical Report Archive & Image Library (TRAIL) identifies, acquires, catalogs, digitizes and provides unrestricted access to U.S. government agency technical reports. (Free database)

Texas Law Help: TexasLawHelp.org is a website dedicated to providing free, reliable legal information to low-income Texans. It is part of a broader effort within the national legal aid community to use technology, specifically the Internet, to enhance and expand the delivery of legal aid. THIS SITE HAS FORMS.

Texas State Law Library: The Texas State Law Library is a free resource for anyone residing in Texas. You will need to sign up for an account with them and let them geolocate you in order to determine your eligibility for their resources, but once you do, they provide access to HeinOnline, FastCase, AILALink, and other legal reference databases. They also provide access to various legal e-books. However, due to the firewalls at TSU, you cannot access this resource from on campus. NOTE: You must renew your membership in this library every SIX months and prove your Texas residence at that time via geolocation.

TexasLawyer.com: The online version of the Texas Lawyer, which has been a key source of legal news and information to the legal community in Texas for more than twenty years. This site offers good browsing and search functionality, but articles are also included in Lexis. Accessing older articles may require using Lexis. || Remote Access

Texshare Databases A collection of 60 electronics databases on a variety of subjects. (Accessible on campus network computers)

Thomson Reuters Checkpoint: An online service dedicated to tax law. It includes the Federal Tax Coordinator, Internal Revenue Code, Regulations with commentary and standard tax treatises. (No remote access at this time.) (Used to be RIA Checkpoint)

Westlaw: Comprehensive database of legal material. (Accessible via Internet/Password required-Contact Circulation Desk or the Electronic Resources Librarian for assistance)
