Professor Bullock has extensive experience in legal education, business law, and the integration of technology in legal practice and education. From 2019 to 2022, Professor Bullock served as Dean of the Thurgood Marshall School of Law. During her tenure, she oversaw ABA compliance efforts and successfully represented the law school before the ABA Council of the Section of Legal Education and Admission to the Bar. The graduating classes brought in during her deanship achieved substantially improved first-time Texas bar passage rates.
Professor Bullock teaches courses in Business Associations and Law Practice Management. She also developed and taught the law school's first online asynchronous courses: "Law and Artificial Intelligence" and "Digital Crimes and Torts." Her current research focuses on the neuroscience of learning and the ethical implementation of technology in legal practice. Professor Bullock's book "From Overwhelmed to Optimized: AI Integration in 21st Century Higher Education" is scheduled for publication in fall 2025.
Professor Bullock's academic career includes positions at the University of Toledo College of Law, where she achieved tenure and promotion to full professor, Florida Agricultural and Mechanical University (FAMU) College of Law, where she served as one of seven tenured inaugural faculty members re-establishing the law school, and Thomas Jefferson School of Law, where she served as President and Dean from 2017-2018. She also served in administrative roles including Associate Dean for Academic Affairs and Associate Dean for Teaching and Faculty Development at FAMU.
In addition to her academic career, Professor Bullock practiced law as managing member of Joan R. Bullock PLLC and practiced as a CPA tax associate at Coopers & Lybrand. Professor Bullock is active in the American Bar Association, serving as the 2024-2025 Chair of the Science & Technology Law Section and is a member of the Law Practice Division and the Solo, Small Firm and General Practice Division. She previously served as Chair of the ABA Law Practice Division (2012-13) and as a member of the House of Delegates (2018-2021). She has served on ABA law school site visit teams and as an AALS site team reporter.
Professor Bullock has published extensively on law practice management and technology in legal practice. As the Reformed Law Prof, she focuses on technology implementation in legal practice. She is a frequent speaker at conferences on topics including AI's impact on the legal profession.
